rk3399-puma.dts: reduce eMMC freq to 100MHz
Running at the default frequency of 200MHz, CRC errors
(error -84 = EILSEQ) have been observed on three boards.
Reduce the freqency to 100MHz to fix the issue on the affected boards
and for safety on all others.
