rk3399-puma.dts: reduce eMMC max-frequency to 100 MHz.
We've observed that on boards with a 32 GiB eMMC configuration
the communication with 200 MHz is not fully reliable.
Therefore we use the more defensive 100 MHz clock speed the default.
