Recommit "[llvm-objcopy] Switch over to using TableGen for parsing arguments"
Add explicit dependency on ObjcopyTableGen and rerun the tests on Windows. I will double-check the build bots and revert this commit if necessary. git-svn-id: https://llvm.org/svn/llvm-project/llvm/trunk@330685 91177308-0d34-0410-b5e6-96231b3b80d8
