[Sanitizer] Change the runtime flag representation.
This mirrors r225239 to all the rest sanitizers:
ASan, DFSan, LSan, MSan, TSan, UBSan.
Now the runtime flag type, name, default value and
description is located in the single place in the
.inc file.
